General Sir Reginald Alexander Dallas Brooks, GCMG, KCB, KCVO, DSO, KStJ (22 August 1896 – 22 March 1966) was a British military commander who went on to become the 19th and longest-serving Governor of Victoria. Dallas Brooks was born in Cambridge UK and was educated at Dover College before joining the Royal Marines in 1914. During the First World War he was severely wounded during the Gallipoli landings in 1915.

The Rotary Club of Melbourne set aside the fortnight from 23 February to the 2 March 1955 to celebrate the Jubilee of Rotary. Holding the highest office in Victoria, it was appropriate that the Governor be involved in this important commemoration. After a celebratory lunch which included the Lord Mayor of Melbourne and other dignitaries, the party adjourned to Rotary Park where His Excellency planted a red flowering gum.
